摘要/Abstract
本文从中国政府分权的制度背景出发,使用2002-2004年间上市公司披露的终极控制人数据,实证研究了政府分权产生的政府间的代理成本如何影响微观层面上国有企业的雇佣行为。本文的经验数据表明:我国政府分权的制度变革产生了政府间委托代理成本和中央、省、市、县等不同层级政府控制国有企业的控制权结构,政府间代理层级越多,代理链条越长,这一代理成本越高。在国有企业的经营中表现为作为终极控制人的地方政府层级越低,其控制下的国有企业冗员越严重,劳动力成本越高。
This paper beginning with the analysis of institution background of china, use the data disclosed by listed companies from 2002 to 2004 to see how the agency cost induced by decentralization affects SOEs' employment activity. The empirical result reveals that decentralization shaped a special SOEs' control right structure - central government ,province government, city government and county government control their respective SOEs. The deeper is the decentralization, the higher the agency cost is, and higher labor cost the SOEs will have.
